
Muscat--- His Majesty Sultan Haitham bin Tarik today issued three Royal Decrees, reading as follows:
Royal Decree No. (58/2026) on the promulgation of the Urban Planning Law.
After the same was presented before the Council of Oman.
Article (1) stipulates that the provisions of the Urban Planning Law, attached to this decree, shall be applied.
Article (2) instructs the Minister of Housing and Urban Planning to issue the Executive Regulation of the attached law, as well as the decisions necessary for the implementation of its provisions. Till such time, the existing regulations and decisions shall continue to be applied without prejudice to the provisions of this law.
Article (3) annuls all that contradicts the attached law or contravenes its provisions.
Article (4) says that this decree shall be published by the Official Gazette and enforced on the day following its date of publishing.
Royal Decree No. (59/2026) on the promulgation of the Sports Bodies Law.
After the same was presented before the Council of Oman.
Article (1) stipulates that the provisions of the attached law shall be applied to the sports bodies.
Article (2) says that the sports bodies shall bring their status into conformity with the provisions of the attached law within one year from the date of its entry into force. This period may be extended by a similar period by a decision of the Minister of Culture, Sports and Youth.
Article (3) stipulates that courts shall continue to hear cases concerning electoral appeals of clubs that were filed prior to the entry into force of the provisions of the attached law, and until a judgment is issued therein.
Article (4) instructs the Minister of Culture, Sports and Youth to issue the regulations and decisions necessary for the implementation of the provisions of the attached law. Till such time, the existing regulations and decisions shall continue to be applied without prejudice to the provisions of this law.
Article (5) repeals the Law on Private Bodies Operating in the Sports Field and Royal Decree No. (57/2012) concerning Oman Olympic Committee and Elected Sports Federations. It also annuls all that contradicts the attached law or contravenes its provisions.
Article (6) says that this decree shall be published on the Official Gazette and shall enter into force six months after the date of its publication.
Royal Decree No. (60/2026) on the abolition of the Higher Institute of Health Specialities.
Article (1) abolishes the Higher Institute of Health Specialities.
Article (2) stipulates that all specialities, allocations, assets, rights, obligations, records and property belonging to the Higher Institute of Health Specialities shall vest in the Oman Medical Specialty Board.
Article (3) says that Teaching staff of the Higher Institute of Health Specialities shall be transferred to the Oman Medical Specialty Board along with their employment status and salary grades. It adds that the provisions of Schedule No. (5) attached to Royal Decree No. (33/2013) concerning the Medical and Allied Health Professions in Government Medical Establishments (Civil and Military) shall apply to them. It also says that employees of the Higher Institute of Health Specialities shall be transferred to the Oman Medical Specialty Board along with their financial grades.
Article (4) stipulates that the Board of Trustees of the Oman Medical Specialty Board shall assume the competencies of the Board of Trustees and the Academic Board of the Higher Institute of Health Specialities as stipulated in Royal Decree No. (18/2018) on establishing the Oman College of Health Sciences and the Higher Institute of Health Specialties and Promulgating Their System.
Article (5) says that the academic programmes at the Higher Institute of Health Specialities shall continue to operate for students enrolled therein until their completion. The certificates and academic degrees awarded for such programmes shall be approved by the Board of Trustees of the Oman Medical Specialty Board.
Article (6) instructs the Chairman of the Board of Trustees of the Oman Medical Specialty Board to issue the regulations and decisions necessary for the implementation of the provisions of this decree. Till such time, the existing regulations and decisions at the Higher Institute of Health Specialities shall continue to be applied.
Article (7) states that all provisions relating to the Higher Institute of Health Specialities stipulated in Royal Decree No. 18/2018 on establishing the Oman College of Health Sciences and the Higher Institute of Health Specialties and Promulgating Their System, and in the bylaws attached thereto, are hereby repealed. It also annuls all that contradicts this decree or contravenes its provisions.
Article (8) says that this decree shall be published in the Official Gazette and enforced from its date of issue.
