RAM launches Executive Programme in Local Administration in support of decentralisation

Muscat: The Royal Academy of Management (RAM) has launched The Executive Programme on Local Administration.

This come in line with national directions to strengthen administrative and economic decentralisation and empower local leaders and competencies across the governorates.

The initiative is designed to enhance the leadership and administrative capacities of local administration professionals, improve institutional performance, and contribute to sustainable local development by enhancing the ability to respond effectively to local needs.

Designed for 25 participants, the programme reflects RAM’s ongoing commitment to preparing local leaders to address the requirements of the emerging developmental phase. Participants will gain practical and integrated knowledge and skills in modern local administration, development planning, project management, and local investment, while strengthening their leadership competencies and adopting effective management practices. The programme enables participants to apply best practices in local administration, develop strategic plans that support national priorities outlined in Oman Vision 2040, and identify viable projects and manage projects efficiently. It also strengthens their capacity to foster community partnerships, build effective stakeholder relationships and community partnerships, and adopt innovative solutions that promote digital transformation and enhance local administrative performance.

Dr. Fathiya Abdullah Al Rashdi, Vice President for Programme Affairs at RAM, stated that the Executive Programme in Local Administration focuses on developing practical capabilities that enable local administration leaders to plan, implement, and monitor initiatives efficiently. She emphasised that the programme adopts an applied methodology that combines theoretical knowledge with practical, real-world case studies from the local work environment, thereby enhancing institutional coordination and fostering innovative developmental solutions.

Sheikha Al Maskari, Programme Supervisor, highlighted that the programme provides an integrated learning experience, enabling participants to apply modern administrative tools within the local work environment, efficiently monitor the implementation of initiatives and projects. Participants will also benefit from having access to a platform for exchanging expertise and developing practical solutions that enhance operational processes and improve performance efficiency in local administrations.

The Executive Programme in Local Administration includes a number of bespoke, carefully designed modules aimed at building both theoretical foundations and practical skills. These include Development Planning and Project Management, Leadership Skills and Effective Management, Sustainable Development and Local Investment, Innovation and Modern Technologies, Partnerships and Stakeholder Management; and The Fundamentals Of Local Administration.

The last module will feature a dialogue session entitled ‘Governorate Development: Opportunities and Challenges’, which will address several key themes. These include the strategic directions for achieving administrative and economic decentralisation in governorates in line with Oman Vision 2040; enablers that contribute to achieving economic and social development across governorates; and the key economic sectors and future opportunities that support local economic development based on the comparative advantages of each governorate.

The tailored programme is designed for employees holding leadership positions in local administrations and can accommodate up to 25 competitively selected participants, ensuring high-quality outcomes and the effective achievement of its training objectives.

Through this and other bespoke executive leadership programmes, RAM continues to contribute to the development of national capacities across key sectors, supporting the implementation of Oman Vision 2040, enhancing institutional performance, and embedding modern and sustainable administrative practices at the governorate level.
