
Muscat: The Shura Council will host Dr. Saud Hamoud Ahmed Al-Habsi, Minister of Agricultural, Fisheries and Water Resources Wealth, who will deliver the Ministry’s statement before the members of the Council.
This comes in the wake of Council’s approach to discussing ministerial statements and evaluating government performance in accordance with its legislative and oversight mandates.
This was stated by Ahmed Mohammed Al-Nadabi, Secretary General of the Shura Council, who explained that the Council will hold three consecutive sessions, two of which will be dedicated to discussing the Ministry’s statement, while the 20th session will be devoted to completing the Council’s legislative agenda, reflecting the integration of institutional roles in addressing national issues.
He added that the Ministry’s statement will include several main pillars.
The first pillar will address the evaluation of the Ministry’s sectoral performance during the Tenth Five-Year Development Plan (2021–2025), including economic indicators, the level of achieving targets, priorities of economic diversification and fiscal sustainability, strengthening the role of the private sector and investment, as well as aspects related to the labour market and natural resources.
He further noted that the second pillar will review the programmes and projects supervised by the Ministry during the Tenth Five-Year Plan (2021–2025), including completion rates and challenges faced in implementing development projects, contributing to assessing implementation efficiency and drawing lessons for the next phase.
The third pillar will cover details of the Ministry’s strategic programmes and investment and development plans the Eleventh Five-Year Plan (2026–2030), with a focus on environmental and natural resource priorities, economic diversification, and fiscal sustainability, enhancing the contribution of these sectors to the national economy.
The fourth pillar will include a review of the contribution of the Ministry’s sectors to GDP during the upcoming plan, expected growth rates, the volume of domestic and foreign investments, and anticipated direct employment opportunities for Omanis across various sectors, reflecting the economic and social impact of these vital sectors.
He explained that the fifth pillar will address the Ministry’s plan for managing financial and water resources, including policies governing water wealth, legislative aspects, and strategies adopted to address water scarcity challenges, thereby enhancing the sustainability of natural resources in the Sultanate of Oman.
He added that the sixth pillar will address the Ministry’s orientations and policies a number of local and international issues, including fluctuations in global supply chains and their impact on food security, balancing support for fishermen with labour market policies, the role of foreign investment in sector development, as well as the use of modern technologies and artificial intelligence to enhance productivity and achieve integration between public and private entities.
Regarding the 20th regular session, he stated that the Council will discuss several topics, the draft unified law (system) for managing plant genetic resources for food and agriculture in GCC countries, in addition to draft air services agreements with the Republic of Togo and the Republic of Cuba.
The session will also discuss the report of the Youth and Human Resources Committee on developing the Individual Performance Measurement System (Ejada), and a discussion request addressed to the Minister of Commerce, Industry and Investment Promotion regarding the regulation of licenses related to tobacco products and their derivatives.
He further noted that the Council of Oman will hold its second joint session for the current annual sitting of the Eighth term on Wednesday, 13 May 2026, during which five draft laws will be discussed.
These include the draft unified law (system) for international land transport among GCC countries, the draft law on combating narcotic drugs and psychotropic substances, a draft amendment to certain provisions of the Personal Data Protection Law, a draft amendment to certain provisions of the Penal Law, and a draft amendment to certain provisions of the Mineral Resources Law.
Shura Council is going to hold its 18th and 19th regular sessions of the third annual sitting (2025–2026) of the tenth term (2023–2027).
