Ways to empower community-based sports teams discussed

MUSCAT: The Youth and Human Resources Committee of the Shura Council held its second meeting on Tuesday within the Third Annual Sitting (2025–2026) of the Tenth Term (2023–2027), under the chairmanship of Younis Al Mandhari, Chairman of the Committee, and with the participation of Committee Members.

The meeting began with a discussion of the submitted proposal regarding the development and empowerment of community-based sports and cultural teams. The Member who introduced the proposal reviewed the justifications for adopting it and the objectives it seeks to achieve, emphasising the need to provide an enabling regulatory environment that supports the advancement of such teams and strengthens their role within the community.

Committee Members commended the foundations outlined in the proposal, following which discussions were held on governance mechanisms for these teams, the government’s vision for developing the community and sports system, and the legislative and regulatory updates required to ensure the achievement of intended outcomes. During the meeting, the Committee reviewed the Council of Ministers’ response to the Committee’s report on the Wage Protection System, noting the observations and updates contained therein, which reflect the progress made in implementing priority social programmes.

Members exchanged views on aspects requiring further monitoring or development, in a manner that enhances integration between legislative and executive roles in support of existing social policies in the Sultanate of Oman.

In the same context, the Committee examined the Council of Ministers’ response to its report concerning the proposal on preventing the travel of foreign workers without the employer’s approval, as part of its ongoing follow-up of matters within its legislative remit.

Domestic Workers Regulation

The meeting also included a review of the Ministry of Labour’s decision regarding the Domestic Workers Regulation and the related organisational controls governing the relationship among stakeholders.

Members also reviewed the Ministry’s “Tawteen” platform, which links jobseekers to available opportunities, enhances the efficiency of the national labour market, and supports the upskilling of the workforce.

The Committee further considered a proposal to host specialists from the Sector Skills Unit for the industrial sector to examine the latest developments in skill requirements and explore ways to strengthen alignment between education outcomes and labour market needs.

Additionally, the Committee discussed the executive plan for its work programme for the Third Annual Sitting, focusing on identifying priority files for the coming period, as well as coordinating meetings and engagements that will support the Committee’s efforts in reviewing matters referred to it.
